Space for independent civic activity in Russia is shrinking dramatically, but international policymakers and the media have been understandably too distracted to do much about it. Since early spring, it seems as though every week brings a new pernicious law or legislative proposal.

We consider it being necessary to express solidarity with those who are persecuted due to their pro-Ukrainian views, civic stand and desire for freedom in Russia-annexed Crimea.

The report reflects on the Right to Freedom of Speech, Freedom of Peaceful Assembly and Association, Torture, Inhuman or Degrading Treatment, Political Persecutions, Freedom of Conscience and Religion, The Rights of the Child, Protection of Labor Rights.

«We have a few questions for you,» a border guard told Sinaver Kadyrov, a Crimean Tatar activist, at the Armyansk checkpoint in northern Crimea on Jan. 23. Kadyrov was on his way to Kherson, in southern Ukraine, to fly to Turkey for medical treatment. It was the beginning of an ordeal that ended with a local court expelling him from Crimea, his home of almost 25 years.

Police put pressure on participants of the action against police lawlessness on April 11 in Moscow, Russia. The reason of taking this action was the beating of a group of young people in the police department "Sokolniki" in the evening of April 4. The action was organized by the victims and their friends. The main slogan was: "Stop the police lawlessness". The action opened the week of actions against police lawlessness in different cities of Russia.

The main aim of the picket was to attract public attention to the problem of respect of human rights, police torture and inactivity of doctors in the face of victims of police attacks.

On April 17 the European Union and the Russian Federation held the seventh round of human rights consultations in Ljubljana, Slovenia. Such consultations took place for the first time in March 2005.

At the consultations the EU raised a number of concerns related to specific human rights and fundamental freedoms in the Russian Federation. Issues covered freedom of media, expression and assembly, especially in the light of the recent parliamentary and presidential elections, functioning of the civil society, the rights of persons belonging to minorities and combating racism and xenophobia and the rights of children. The issue of human rights in the Northern Caucasus was also discussed.

The meeting of the participants, partners and friends of the Human Rights Education Youth Network (HREYN) took place from March 31 to April 6 in the European Youth Centre (Budapest). It was devoted to awareness-raising campaign named "The equality is needed".

The Supreme Court of the Russian Federation has adopted the cassation decision on the judgement of the Samara regional court about the refusal to liquidate the public association "In defense of the electors' rights "Golos". In this case both the Supreme Court and the Samara regional court supported the human rights defenders in their opposition to the Federal Registration Service (FRS).

The international conference "Giving a stronger voice to civil society in the European Neighbourhood C Development of civil dialogue and partnership relations between civil society, national governments and EU institutions" was held at Brdo, Slovenia on April 2, 2008 in the framework of the Slovenian Presidency in the European Union.

The conference brought together around 150 civil society representatives from 29 European countries, officials from the EU Institutions, as well as experts from the region and the EU. Russia was represented by the YHRM participant Konstantin Baranov.

On April 9 40 days have passed since the violent dispersal of the demonstrations in Yerevan, organized to protest against the disputable results of elections in Armenia. During this dispersal at least 8 persons were killed and several hundreds wounded. Besides, an unknown number of people were imprisoned.

On this very day, when the Orthodox believers usually commemorate their dead, the new president Serzh Sargisyan, who sanctioned the violence, had his inauguration. Up to the moment no actions were made to investigate crimes, many people are still arrested and the situation in general has not been cleared yet.

On April 8, the functional workshop of the World Youth Movement for Democracy (WYMD) was organized in Kyiv in the framework of the Fifth Assembly of the WMD, of which it is a youth wing.

The workshop, moderated by Anastasia Nikitina, head of the WYMD regional secretariat for Central and Eastern Europe and the NIS countries, brought together about 30 participants representing youth democracy groups and the organizations working with youth from all the parts of the world.

On the 9th of April the action in memory of the victims of the broken up demonstrations on the 1-2 of March took place in Kiev near the Armenian Embassy.
The 9th of April is the date of the 40 days since the tradegy has happened, and it is also the President inauguration in Armenia.

Picket was organized by the representatives of the World Youth Movement for Democracy and was supported by the Armenian
human rihgts defenders and members of the Youth Human Rights Movement - Ukraine.

On April 6-9, 2008, over 500 democracy activists, practitioners, and scholars from 104 countries gathered in Kyiv, Ukraine, for the Fifth Assembly of the World Movement for Democracy (WMD) under the theme "Making Democracy Work: From Principles to Performance".

The Fifth International Human Rights Documentary Film Festival took place in Kyiv on March 28 C April 4.
Documentaries by the directors from Germany, France, Japan, Brazil, India, Russia and other countries devoted to the problem of Human Rights were screened at the festival. Human Rights and Creative Juries evaluated them from two different points of view.

A viewer could watch program films, as well as take part in thematic round-tables, seminars, discussions, etc.
"It was not primarily a film festival, but a human rights festival. During 8 days there was a platform for various discussions on the issues of Human Rights. This opportunity made the festival very interesting", - Andrey Yurov, the Honorary President of the YHRM, comments.
